We need to know who benefits from these contracts and why such an exorbitant toll collection contract was signed with an overseas company.
It is hugely suspicious that 50% of the Black Economic Empowerment stake in the Electronic Toll Collections (ETC) consortium was sold for R60 million shortly after the tender was awarded to ETC.
Was there a pay-off of some kind?
The situation now is that Vienna-based Kapsch TrafficCom now has 85% ownership of ETC.
The real cost of the toll collection contract needs to be established, but I estimate it’s about R11 billion for the first eight years, and thereafter more than R1 billion a year just to collect the tolls.
