During a meeting of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) this week on Tuesday, our suspicion was confirmed that Mookgopong Municipality has been paying staff salaries out of the Municipal Infrastructure Grant. This is clearly illegal; it is tantamount to stealing money meant for developing the community of Mokgoopong.
I will write to the MEC of CoGHTSA, Mr. Motsepe to urge him to intervene to ensure that this municipality stops this irregular expenditure. There clearly is a serious financial mismanagement in this municipality and if it is bankrupt, then placing it under administration until its financials are sorted could be the only solution.
The policy guideline clearly states that the MIG combines all existing capital grants for municipal infrastructure and can be used for issues such as electricity, water supply, sanitation, storm water management, municipal roads, waste refuse and street lighting. It is obvious that this grant is aimed at improving the lives and conditions of the communities around. It cannot be used for staff salaries.
Furthermore the Municipal Finance Management Act provides that the accounting officer of the municipality commits a financial misconduct if they authorize irregular expenditure. Our municipalities cannot be left unattended when they continue to flout laws pertaining to financial management because at the end of the day it is the communities which suffer the consequences of bad decisions.
