The Democratic Alliance notes with concern that the exact amount of independent schools’ subsidies embezzled was not revealed in the Fivaz report. (released 8 May 2012)
It has been reported that in one instance alone, R20 million in independent school subsidy funds was embezzled by Rev. Mabaso. However, Gauteng Education MEC Barbara Creecy could not confirm the total amount of money allocated to independent schools in Gauteng that was fraudulently obtained.
In October 2011 the Department undertook a rapid assessment to investigate alleged non-compliance with the conditions of subsidies. Thirty six schools were then referred to former police commissioner, George Fivaz, for a full forensic audit. Investigation into fourteen out of thirty six schools has been completed, and the Fivaz report found that nine of these have serious incidents of mismanagement and suspected fraud. A further five schools were found to be in need of better management and control.
The DA calls on the Gauteng Department of Education to make the public aware of the exact amount of money stolen, once this investigation has been completed in October. The Education MEC must then also indicate who is suspected of fraud, what charges have been laid and measures to recover this money.
