The appointment by the Free State Premier of alleged controversial persons as two key MEC’s is cause of concern for the province.
Both the newly appointed MEC for Finance, Me Elsabe Rockman, and MEC for Health, Dr. Benny Malakoane, have been linked to alleged controversial practices in the Free State.
DA regards the appointment of Rockman and Malakoane as strange and irregular.
Currently, National Treasury is investigating the communication contracts of the Free State government, of which Me Rockman was a central figure. Over the past 3 years, Premier Magashule and Me Elzabe Rockman (as Director General) have awarded several lucrative government advertising contracts under reportedly irregular circumstances.
A stinging 2010 Commission of Enquiry revealed incriminating allegations against Dr Malakoane, who was is accused of bankrupting the Matjhabeng Local Municipality by entering into fraudulent and irregular contracts worth hundreds of millions of rands with service providers; some of which he was alleged to have financial interests in. The report was also handed to the then MEC for cooperative governance and traditional affairs, Mosebenzi Zwane, on December 20 in 2010, accusing Malakoane of having developed a habit of “grossly undermining the rule of law”.
The apparent appointment of Rockman and Malakoane questions the Premier’s judgment and ability to appoint fit-for-purpose individuals who are able and willing to do such a vital job. Neither the Free State Finances nor our Health Care can afford to have MEC’s appointed who already has an alleged track record of fraudulent practices.
