DA to request Kouga Mayor and Local Government MEC be subpoenaed

During a debate in the Provincial Legislature yesterday, the DA requested that the Mayor of Kouga Municipality and the MEC for Human Settlements be subpoenaed to the Legislature’s Portfolio Committee on Human Settlements to account for the poor state of housing delivery in the area.  In addition the DA has quick-win solutions for improving housing in Kouga.

The Department of Human Settlements and the Kouga Municipality are failing communities by enormous delays and bureaucratic red tape to obtain acceptable living standards.  The citizens of Kouga are not living in accordance with their rights as enshrined in the Bill of Rights of our Constitution for decent, affordable housing and a clean and healthy environment.

The DA wants immediate, quick-win actions to alleviate the abominable housing conditions in Kouga.  During a debate in the Legislature this afternoon on a report about housing in Kouga, I will be suggesting the following:

  1. That the MEC for Human Settlements and Mayor Booi Koerat appears before a meeting of the Human Settlements Portfolio Committee to explain what quick wins and immediate plans are in place to alleviate the horrific plight of citizens living in this areas;
  • That immediate interventions be undertaken to fulfil the undertaking made last year during the “Taking Legislature to the People” in Kouga: That all building rubble and general litter be cleared within the month;
  • Short term repairs to leaks be identified to prevent sewage constantly flowing in the streets in Stofwolk and Polla Park;
  • Ensure that adequate and reliable refuse removal is afforded to the shack dwellers of Seavista;
  • Toilets be connected to the 450 settlements in Stofwolk; and
  • Immediate grading of roads so that rain flooding is minimised in Stofwolk.

I visited the area two weeks ago with my DA parliamentary colleagues Stevens Mokgalapa and Elza Van Lingen.  These communities are indeed living in squalor.

The DA at national level is reporting this disgraceful state of affairs to the Human Rights Commission.  On behalf of the DA I will be doing the same thing and reporting this plight to the Provincial Department of Human Rights Commission.
