Cadre deployment hampers provincial government’s delivery

The Mpumalanga provincial government will only be able to fulfil its mandate if the right persons are appointed to lead, manage and carry out government’s delivery targets.

During his presentation on Wednesday, Auditor-General Terrence Nombembe gave only three of the 16 departments and entities clean audits for the 2012/13 financial year, with 11 departments receiving unqualified audits with findings and three receiving qualified audits.

A closer look at the AG’s findings show that government’s challenge remains finance management and procurement legislation, causing it to struggle to meet its delivery targets.

Most departments regressed in human resource and expenditure management, as well as strategic and performance management. This can directly be blamed on the ANC’s jobs-for-pals cadre deployment strategy which places loyal party members into jobs they are unsuitable and unqualified for.

The AG’s findings once again reinforce the DA’s position that his government will not be able to deliver caring, quality and decent services to the people of Mpumalanga as long as the ANC puts the party before the people.

It is time premier David Mabuza and his cronies put the people of Mpuamalanga first.
