DA rejects the Office of the Premier’s budget

At yesterday’s portfolio committee meeting on public administration, the DA rejected the budget for the office of the premier for 2014-15 financial year.

This was because the department of the office of the premier led by the acting Director-General Dr P. Pheme presented to the committee an incomplete Annual Performance Plan. By the department’s own admission a revised APP was still in the printing process.

The department’s excuse is that the new APP incorporates the new mandate derived from the May general elections. This effectively gave the department no less than 3 months to have completed and submitted a conclusive APP to the committee. Their failure to submit on time is simply inexcusable.

The APP is a very important document as it provides measures with which to hold this department accountable on how it is spending its budget.

This is unacceptable coming from the office of the premier which must set an example of good governance for other departments to follow.

I will be writing to the provincial office of the Public Service Commission and ask them to investigate this and recommend corrective measures.
