Richard Mnisi was appointed as the acting HOD of CoGTA as from May 2014, a term that thankfully ends today.
Mnisi is well known for the devastating decline that the Health Department experienced under his leadership during the 2012/13 financial year. At the time the DA called on the Premier to investigate and prosecute Mnisi for the multitude of public finance legislation violations during 2012/13 and to not be re-deployed to act as co-operative governance henchman. The Premier did not heed our calls and leaves us with no other option than to write directly to the Public Protector.
It is no surprise that the 1st Quarterly report of CoGTA shows evidence that Mnisi was at the realm of the department’s finances. Although their overall spending for the 1st Quarter is on par, it is the individual programmes that raise the alarm. Programme 2: Local Governance exceeded their allocated quarterly budget but only managed to complete 89.2% of their targets. Programme 4: Traditional Institution Management also overspent and only met a disgraceful 56.1% of their targets.
Looking at the projections for the rest of the year, Mnisi has managed to put the department on a downward torrent and the new HOD will have his work cut out for him to bring the department up to standard before year end. At this rate it is projected that the department will end up spending 18% over budget, a staggering R75 mil.
The DA will be writing to the Public Protector to investigate Richard Mnisi on the basis of the PFMA, which outlines in Chapter 5, Section 38 – Responsibilities of Accounting Officers and Chapter 10, financial misconduct by officials in departments and constitutional issues.
Premier Mabuza must promise the people of Mpumalanga that Mnisi will not be placed in a position of financial management of any department or municipality in the future. The proof is there and should the premier turn a blind eye to the situation once again, it will prove that he does not have the best interests of his province at heart.
