The Democratic Alliance in Limpopo strongly calls on Health HOD Dr Sipho Khabane to be proactive and steer the ship over accountability and ability to take greater responsibility.
This came up during the department of Health’s appearance before the Standing Committee on Public Accounts today, where Khabane dismally failed to tell the hearing on actions he took once he was aware of the defective health system, shortage of staff and shortage of skills amongst others.
In many matters, the HOD was very elusive in providing crucial details to pertinent questions.
The HOD along his acting CFO were badly lambasted by the hearing for failing to substantiate in writing their facts on irregular expenditure of at least R1.5 billion. This expenditure has seen an upward trend over the last three years.
The pair also failed to convince the hearing of the investigations that the HOD alleges to have a backlog of and also steps taken against those found guilty in the completed investigation of irregular supply chain process.
In some instances, the HOD was accused of not being hands on and also being contradictive of facts he presented on matters of norms and standards within the public health sector.
The DA echoes SCOPA chairman in saying that the committee will not regularise the said expenditure unless the HOD provides documentation that will guide the committee on factual amounts incurred.
As DA we are convinced that the lack of leadership will continue if the HOD and MEC Kgetjepe do not take a very strong and vigorous approach to comply with Treasury rules and Regulations and the PFMA.
The DA strongly recommends greater monitoring processes to improve accountability and better outcomes.
