Tenders awarded in Tubatse without proof

DA councillor at Tubatse Local Municipality:

The DA will be writing to the MEC for Cooperative Governance , Makoma Makhurupetje, to probe Tubatse Municipality’s finances and establish a forensic audit following an accounted R25 million due to tender irregularities.

According to the AG report, there are no supporting documents as well as tender files that proves if correct procedures have been followed when tenders are awarded to contractors. It is clear that tenders are awarded without proper advertisement.

The municipality got a disclaimer opinion from the AG report and further discovered that:

  • R7 million of irregular expenditure.
  • R9 million of unauthorised expenditure .
  • The municipality overspend more than R1 million that cannot be accounted for.
  • R3 million MIG grant was under spend .

This happened despite President Jacob Zuma dispatching the Special Investigation Unit (SIU) to probe maladministration , corruption and tender irregularities last year.

Despite this investigation , no official has been arrested. It is clear that the municipality is the hub of corruption and no serious actions are being taken against officials being implicated in tender irregularities.

We believe that it is time that officials , specifically the accounting officer and the CFO , be held accountable for the maladministration and financial crisis in the municipality.

The DA will be liaising with the Public Protector seeking an update regarding their investigations and we will call for further investigation into this matter.
