Mr Ndoda Biyela, who is challenging in court his dismissal as Chief Financial Officer at the KwaZulu Natal Health Department, resigned as Chief Financial Officer of the Gauteng Health Department with a pay-out of R203 650.
This information is revealed in a written reply by Gauteng Health MEC Qedani Mahlangu to my questions in the Gauteng Legislature.
Biyela was appointed in disputed circumstances as CFO of the KZN Health Department in February this year, and was then dismissed by KZN Health MEC Sibongiseni Dhlomo.
According to Mahlangu: “he resigned before he was charged” and no criminal case was laid against him because “his resignation did not allow the process to be concluded properly”.
I am astonished that Mahlangu still refuses to say what Biyela was charged with, and that no criminal charges were laid against him when it appears that he was suspended in August last year due to alleged corruption.
It appears that this alleged corruption may have been related to a multi-million rand hospital linen contract.
I will put in an application under the Promotion of Access to Information Act to find out why he was suspended from the Gauteng Health Department.
It is undesirable that senior officials get off serious charges because they resign, and then get positions elsewhere.
