The below member statement was delivered by Leona Kleynhans (MPL) during a sitting of the Free State Provincial Legislature today.
In 2009, as part of the ANC’s election campaign, the Honourable Premier, Ace Magashule, announced the CLEAN AUDIT 2014 campaign that will see all municipalities and provincial departments obtain clean audits by the year 2014.
Perhaps it would have been better if Premier Magashule did not announce such an ambitious programme at all, because the ANC in government’s track record can never live up to such lofty ideals.
Unfortunately this campaign spearheaded by Premier Magashule has been a failure. In fact the situation in all Free State municipalities has deteriorated.
Irregular expenditure has increased, procurement and supply chain mismanagement are a serious problem in all municipalities, and only four municipalities in the Free State received a clean audit.
Fifteen of all Free State municipalities have collapsed completely and are dysfunctional. They can’t pay ESKOM and Water Boards and owe a collective debt of R3,2 billion.
Perhaps the honourable Premier Magashule would like to explain to the people of the Free State why this Clean Audit 2014 campaign was a complete failure, and what he intends to do about it.
Or is this another one of the ANC’s good stories to tell?
