The following speeches were delivered in the Gauteng Provincial Legislature on June 19, 2015 by the DA’s Shadow MEC for Community Safety, Kate Lorimer MPL and and Spokesperson for Community Safety, Michele Clarke MPL during the 2015/16 Annual Budget Debate on the Department of Community Safety.

DA Gauteng Shadow MEC for Community Safety

Residents of Gauteng not yet safe to live in true freedom’’

Speech highlights:

  • At this moment, South Africans are not free to walk safely without threat.
  • What should the R 622,152 Million allocated be spent on to realize a vision of hope, the DA’s Vision 2029?
  • The Community Safety Oversight Bill should be enacted to allow for the introduction of a Police Ombudsman who will strengthen public confidence in the police by investigating complaints independently.
  • Social Programmes should be run by the Department of Social development, not by the Department of Community Safety.
  • Low crime rates, no corruption and an efficient criminal justice system grow opportunities for all South Africans.

DA Gauteng Spokesperson for Community Safety

“Safety of Gauteng residents not at the core of the Community Safety budget”

Speech highlights:

  • The 2015/16 community safety budget fails to assist the department in achieving its core functions.
  • Not enough is being spent on the basics – helping the police to do their jobs better and making our communities safer.
  • Under-expenditure on Civilian Oversight is unacceptable as it is the most important function of this department.
  • The Gauteng Traffic department receives the largest portion of the budget, but is unable to reduce road fatalities
  • Operations during weekends are crucial as this is when the highest levels of unsavoury behaviour on the roads occur.
  • The department needs to ensure that the budget aligns with the very critical safety concerns of the people of Gauteng.
