The following speeches were delivered in the Gauteng Provincial Legislature today by the DA’s Shadow MEC for Infrastructure Development, Alan Fuchs MPL, as well as spokespersons for Infrastructure Development, Adriana Randall MPL and Ina Cilliers MPL, during the 2015/16 Annual Budget Debate on the Department of Infrastructure Development.

Alan Fuchs MPL

DA Gauteng Shadow MEC for Infrastructure Development

“Drastic intervention is required to put DID to work”

Speech highlights:

  • It is common cause that the Department of Infrastructure Development (DID) is one of the worst performing in the Gauteng Provincial Government.
  • Drastic interventions are required to bring DID back from the brink.
  • During 2013/14, the department failed to spend R643 million of its budget, this year that amount increased to R1,2 billion
  • In 2015/16, it is almost guaranteed that this budget will not be fully spent.
  • While the department people are denied the opportunities to realise their dreams to a better life.
  • People cannot be all they can be if they have to wait years for schools, clinics and hospitals in their areas
  • People cannot access employment opportunities while projects stagnate and building sites stand empty
  • Government must create an environment where citizens can take advantage of opportunities, and DID has let Gauteng down.

DA Gauteng Spokesperson for Infrastructure Development

“Infrastructure department slow on setting green agenda”

Speech highlights:

  • In 2013 “Green” was the buzzword, and DID initiated five major Green agenda programmes, including the solar rooftop initiative and natural gas partnerships.
  • Now in 2015, none of those programmes have seen the light of day, only a draft policy compiled by what used to be the Department of Public Works is in existence.
  • In this year’s budget the green agenda project has not been allocated any funding, whilst in 2014/15 the department reprioritized only R1m to fund feasibility studies.
  • We need to realign our focus onto climate change mitigation with each and every project.
  • Energy infrastructure is arguably the single most important feature in any city.
  • Speaker, this department needs to set its priorities straight, as we have a huge responsibility towards our future generation in caring and looking after our environment.

DA Gauteng Spokesperson for Infrastructure Development

“Transversal approach needed for provincial infrastructure success”

Speech highlights

  • There are many determinants and consequences of economic growth, one if which is the level of infrastructure development taking place.
  • Where such development is inadequate or inefficient, growth is slowed or even stopped in it tracks
  • DID is chronically short of engineers, project managers and contract managers.
  • At the end of the value chain, it is the poorest of the poor who suffer the most.
  • To improve service delivery DID and client departments must give up their closely guarded autonomy and embrace the concept of transversal planning.
  • The mind-set that should be entrenched in the Gauteng Provincial Government is to simultaneously serve the interest of different stakeholders.
