Makhado Mayor spends R300k on bodyguards without council knowledge

By Albert Mafhala, DA councillor at Makhado Municipality:

The DA has today filed a complaint with the Public Protector to probe the fruitless expenditure of more than R300 000 paid by the Makhado Mayor, David Mutavhatsindi and the Municipal Manager, Isaac Mutshinyali to hire the VIP protection unit to guard them without following the correct procedures.

The DA has noted this during the council meeting held recently. It is alleged that the protection unit was hired in March 2015 after both the Mayor and the MM claimed that their lives were in danger due to a “causal nexus” in line with their duties.

It is alleged that the threats follows the suspension of the Manager Finance Expenditure who was suspended during December 2014.

A staggering R300 900 was paid in full to the VIP protection unit company without the council’s approval and opted to disregard the Supply Chain Management regulations.

This is pure abuse of power and a waste of taxpayer’s money despite a huge service delivery backlog within the municipality.

All South Africans pay tax and every cent of government money belongs to the South African people and therefore  taxpayers’ money should be spent for the benefit of the people, not the connected few.

We urges the Public Protector to probe this matter with immediate effect and ensure that both individuals pays back the taxpayers money and explain the reasons why they secured the unit without following the correct procedures.

The DA will further engage MEC for Cooperative Governance, Makoma Makhurupetje, to suspend the pair with immediate effect and launch an internal investigation.
