DA lays fraud and forgery charges against Mutale Mayor and leadership

By Jacques Smalle, DA Spokesperson for COGHSTA:

The DA has today laid criminal charges against the Mayor of Mutale Municipality, Sarah Rambuda, for submitting fraudulent and forged council resolution documents to Thohoyandou Magistrate Court.

The DA has also laid charges against Mutale Council Speaker, Livhuwani Netshipise, Municipal Manager, Samuel Razwiedane, and Chief Financial Officer, Melvin Marutha.

The quartet signed and submitted documents to court in reply to a case filed against them by municipal workers, after the Municipality deliberately ignored a council resolution to determine the upper limits of the salaries, allowances and benefits of municipal officials.

In the documents filed by the Mayor, on the 06 July 2015 the council apparently rejected the increase of salaries due to a financial crisis at the municipality. But there was no council meeting on 06 July 2015.

A council meeting was held on the on 01 July 2015, but that Council meeting resolved that the performance bonuses of officials and bargain salaries must be reviewed with immediate effect. Clearly this is not what the Mayor and defendants in this case chose to file with Court.

If true, this is nothing but fraud and forgery.

These accusations must be investigated, and must be handed over for prosecution.

If charged, the Mayor and other defendants must immediately step down from their Council roles.
