The O’Regan Commission of Inquiry report on policing in Khayelitsha

Democratic Alliance Western Cape Provincial Parliament

WCPP Debate Speeches:

The following statements were delivered in the Western Cape Provincial Parliament by Mireille Wenger MPP, the DA WC Spokesperson on Community Safety and Masizole Mnqasela MPP, DA WC Spokesperson on Local Government:

20 August 2015

Speech by:

Mireille Wenger MPP

DA Western Cape Spokesperson on Community Safety

Speech highlights:

  • The Commission found poor police response times, it found that informal areas are not patrolled regularly, that detective work is poor – so poor in fact that the proportion of cases that result in convictions is at 1%.
  • The Commission found that there was indeed a breakdown in the relationship between the community and the police.
  • The ANC in the Western Cape has said the Khayelitsha Commission was a waste of tax-payers money. To say that the Commission was a waste of money, frankly beggars belief. The only way the Commission could be a waste of money is if the National Police Minister ignores the recommendations.
  • The SAPS methodology means that predominantly poor, black communities are allocated the lowest number of officers.
  • We have no choice but to take this Commission and its report seriously. It recommendations must be implemented by the SAPS without delay if we are going to make Khayelitsha safer.
