The Gariep municipality missed yesterday’s Auditor-General’s deadline for the submission of Annual Financial Statements and Annual Report after councillors received a late notice of the meeting, no supporting documents were available and a no-show of ANC councillors.
The Special Council Meeting was vital to table the municipality’s Annual Financial Statements and Annual Report and to submit them to the AG before the deadline of 31 August 2015, in terms of the Municipal Finance Management Act (MFMA).
The DA believes that adherence to administrative guidelines such as these are crucial in good governance and ensuring a society that is free from maladministration.
Councillors were only informed of this urgent meeting at 01:16am on 31 August 2015 via email from municipal manager, Thembinkosi Mawonga.
By 17:00, when the meeting was scheduled to start, we still had no documents. In a council of 10, only two ANC-councillors, the ANC-mayor and two DA-councillors were present. There were no managers from the municipality.
As per the standing rules of order, councillors must be seated at least five minutes before the time stipulated for the commencement of the meeting. It further states that the Speaker must take the chair no later than 10 minutes after the time stipulated for the start of the meeting.
By 17:13 the DA councillors signed the attendance register, submitted a Motion of Exigency against the municipal manager due to the fact that we had not received any documents for said meeting and left. This led to the meeting not having a quorum and could not continue.
In DA-run municipalities, administrators are organised and work tirelessly to ensure good practices.
