By Cllr Jan Smit, DA Caucus Chairperson – Buffalo City Metro:
The DA caucus in Buffalo City welcomes the appointment of Cllr Sakumzi Caga as the new chairperson of the Municipal Public Accounts Committee (MPAC) after a resolution at the last council meeting on Wednesday, 25 November 2015.
Cllr Caga is a seasoned councillor and a former Mayor of Buffalo City who is known for his fairness and effectiveness in council.
At the same council meeting, Speaker Luleka Simon said that members of MPAC will have to meet and work throughout the festive season in order to reduce the backlogs and to meet timelines.
The outgoing chairperson, Cllr Nomfanelo Madonono, had a string of complaints that led to her being replaced:
- She was constantly ill which led to delays of meetings;
- The committee did not meet for long periods resulting in important reports not being presented to council, much to the frustration amongst its members;
- There is currently no provision made for a deputy chairperson to stand in when the chairperson is not available, of which I urged the mayor to investigate;
- Currently, there is an investigation into fruitless and wasteful expenditure amounting to R2,1 billion which is severely delayed.
The DA believes that the people of BCM should be treated fairly by having a capable MPAC that ensures all residents have the opportunity to enjoy effective service delivery.
