Elza van Lingen

DA Leader in the NCOP DA Member of the NCOP for the Eastern Cape

Born and bred in the Eastern Cape, Elza has always had the best interests of this province, its communities and its people at heart. She grew up in Willowmore and after marrying Middelburg sheep farmer, Michael, she took care of some farming activities, especially the merino stud, the staff and the administration. Michael and Elza have four children, Robin is a cardiologist in UK; Lawrence is a chiropractor, Caroline also a chiropractor and Mick who is an actuary.
Being entrepreneurial, keen on business ventures and training, Elza has always involved members of her community in the many projects she initiated. This included a centre for women with training courses in house management, catering and sewing, a sewing factory and a home industry shop. The training of men in windmill maintenance and repairs, fencing and shearing livestock followed and led to a very successful contracting business employing more than 100 shearers working in eight districts.
After she and her husband moved to Cape St Francis to “retire” they have been running a very popular guest house. It is also in this time that Elza became involved in the local political scene. From the start she was excited about the opportunities within the DA that offer change and improvement in the lives of others, Elza moved up the ranks and was elected as the Cacadu District municipal councillor in 2002, heading several internal party and organisational committees.
Some of the several positions she filled include serving as DA Constituency Chairperson of a dynamic and progressive region, chairperson of committees such as St Francis Tourism and the St Francis Chamber of Commerces, committee member of the Kouga Sakekamer, vice-chair of the Humansdorp private-public-partnership (PPP) hospital board. Elza is currently the DA’s Eastern Cape finance chairperson and she serves as province representative on the DA provincial executive and the federal finance committee.
Since May 2009 she is a DA Member of Parliament (MP) as permanent delegate for the Eastern Cape in National Council of Provinces (NCOP).  As NCOP Member she serves on two select committees: Foreign Relations, Trade and Tourism, as well as Minerals, Energy and Economic Development.  Issues on health, local government, provincial roads, education, tourism, crime and housing are just some of the various categories Elza and her team frequently address.
She is the public representative of the Tsitsi-Karoo constituency, which includes the Kouga, Koukamma and Baviaans municipalities.
The Kouga Municipality is the third financially and economically strongest municipality in the Eastern Cape and was under DA rule in 2002 when the municipality won the Vuna Award as the Best Performing Municipality in the Eastern Cape. The Baviaans Municipality is currently the only DA municipality in the province and is a showcase of how basic service delivery can be managed. This constituency also has the second highest number of DA members in the Eastern Cape.
For Elza it is has always been important to put people first – it is part of being a public representative, her duty and the right of the people.
